7 % Hike in DA/DR

          In GO(P)No. 535/2011/Fin Dated 14/11/2011 Government  have ordered 7% increase in Dearness Allowance  to all Govt. Employees and Dearness Relief to State Govt. Pensioners with effect from 01/07/2011.

GPAIS 2012

          In GO(P)No.504/2011/ Fin  Dated 04/11/2011 Government have renewed the Group Personal Accident Insurance Scheme for a further period of one year from 01/01/2012.


          The annual premium is enhanced from Rs.100 to Rs.200 inclusive of service tax for an assured sum of Rs.8 lakh.


          The Drawing and Disbursing Officer / Self Drawing Officer shall deduct the premium of Rs.200/- per employee from all the categories of employees included in the scheme from the salary for the month of November 2011 payable in December.


          The recovery particulars in Form II which contain the name and designation of employees from whom the premium was recovered in triplicate should be furnished to the concerned Treasury Officer along with the salary bill.

Onam Advance, Ad hoc Bonus & Special Festival Allowance - 2011

          In GO (P) No. 370 / 2011/Fin Dated 27/08/2011 Government have sanctioned Ad hoc Bonus/Special Festival Allowance to the State Government Employees, Employees of Aided Educational Institutions, Full time Contingent Employees etc.
          All State Government employees drawing total emoluments up to and including Rs.10,750/- in the pre- revised scale and Rs.13,000/- in the revised scale of pay as on 31.03.2011 will be paid ad hoc bonus @ Rs. 2,900/-
          Those who are not eligible to draw bonus will be paid Special Festival Allowance @Rs.1,750/-
          Part-time contingent employees including those working in Aided Educational Institutions will be eligible for Special Festival Allowance @Rs.750/-
          Guest Lecturers in Educational Institutions who have worked atleast 200 hours during the financial year 2010-11
will be eligible for Special Festival Allowance @Rs. 750/-
          Payment of Ad hoc bonus/Special Festival Allowance for 2010-11 in the case of employees in service will be made with effect from 02.09.2011.

Pension:-
(i) Service pensioners who are not eligible for Bonus or Festival Allowance as indicated in Para 4 and 6 above will be paid a Special Festival Allowance of Rs.550/-
(ii) Pro-rata pensioners will be paid Special Festival Allowance of Rs.500/-
(iii) Family Pensioners will be paid Special Festival Allowance of Rs.450/-
(iv) Ex-gratia Pensioners will be paid Special Festival Allowance of Rs.450/-
(v) Personal Staff Pensioners will be paid Special Festival Allowance of Rs.450/-
(vi) Retired Leprosy Patient employees and Part time Contingent Pensioners will be paid Special Festival Allowance of Rs.450/-
          Payment of Ad hoc bonus/Special Festival Allowance for 2010-11 in the case of Pensioners will be made with effect from 31.08.2011.

          In GO (P) No.371/2011/Fin Dated  27/08/2011  Government have ordered that Onam Advance of Rs.8,500/- will be paid to all Government employees. The amount will be paid in multiples of Rs.500/- subject to maximum of Rs.8,500/- The amount of advance will be recovered in five equal monthly instalments as usual. The advance will be drawn and disbursed from 02.09.2011 onwards.

Pay Revision 2009 - Circular Instructions

          The following instructions are issued by the Accountant General (A & E) for information and guidance of all Heads of Departments and Offices for fixation of pay.

#  Employees may be allowed to exercise option to come over to the revised scale subject to the conditions mentioned in Para 26 of Annexure II of the Pay Revision Orders (PROs). The option shall be exercised in writing in the form specified in para 25 of the Annexure II of the PROs. The option is to be exercised within a period of six months from the date of the PROs failing which the date of effect of Pay Revision Order ie, 1.7.2009 shall be treated as the date of option and the officer competent to fix his/her pay is to proceed accordingly. The Option should be kept pasted in the Service Book of the employees. Option once exercised shall be final. In the case of subsequent reversion, the employee will be allowed to exercise option in respect of the lower post also, provided such option is exercised within a period of three months from the date of orders of reversion.

#  The pay fixation statement should be prepared in the enclosed proforma. All the columns in the proforma should be carefully filled in.

#  One copy of the pay fixation statement should invariably be attached to the first bill in which pay or arrears of pay in the revised scale is drawn and one copy should be pasted in the Service Book.

#  The Drawing Officers/Disbursing Officers should obtain undertakings from the Government servants, agreeing to refund any excess payment of pay and allowances noticed on subsequent scrutiny of the claims and check of pay fixation. A certificate to the effect that such undertakings have been obtained in all cases should be recorded by the Drawing/Countersigning Officers in the first bill drawn thereafter claiming pay in the revised scales.

#  The revised scales of pay take effect from 01.07.2009 or from the date of option exercised by the Government Servant, to come over to the revised scale of pay. The date of effect of the option shall not in any case go beyond one year from the date of order of pay revision.

#  The treasury officers should not honour the arrears/first bill in which pay on the revised scale is drawn hereafter in respect of employees to whom the pay revision is applicable unless the bill is supported by the Pay Fixation statement and the certificate prescribed in above paragraphs.

#  The revised scale of pay and allowances are payable in cash from February 2011 onwards. The arrears of pay and allowances on fixation of pay in the revised scale upto 31.1.2011 will be credited to the PF Account of the employees. Those arrears will not be allowed to be withdrawn till 31.3.2015, except in the case of those who are retiring before 31.3.2015, in which case the arrears will be released on retirement. The arrear bills with attached PF schedules should be presented at the Treasury.

#  The entire arrears including those creditable to GPF should be drawn in a single bill so that drawalof NIL bills for crediting arrears to GPF can be avoided.

          These instructions which are not exhaustive (as they do not cover all the points mentioned in the Pay Revision Order) are being issued only as guidelines. Heads of departments may issue suitable instructions to all officers under their control who are authorized to fix pay of Non gazetted officers strictly following the provisions/rules contained in the Pay Revision Order issued by in GO(P) No 85/2011/Fin dated 26.2.2011 read with GO(P)No. 143/2011/Fin dated 30.3.2011 and also these guidelines. Doubtful cases may be settled only after getting the points clarified by competent authority.

Minimum Balance in Treasury Savings Bank Account





          In GO(P) No.84/2011/Fin dated 25/2/2011 Government have ordered to unify the minimum running balance in all TSB accounts as Rs. 100/-. The orders will have effect from 1/1/2011.

New SDO - Procedures

          When a new SDO is appointed, he/she should follow some procedures to start drawing his/her salary from treasury.

# Request for a Specimen Signature Card. A copy of posting order or RTC should be attached.
- RTC should be countersigned by the controlling officer if it is a provisional appointment. -
# Signature card get attested by another SDO. Preferably a SDO who is drawing his/her salary from the same treasury.
# It is better, the specimen signatures of the new SDO be in black ink which will ease the scanning process.
# Return the same to the treasury (bring the bill book with it, if he/she is a DDO).
# Write SDO code behind the card (date of charge taken, DDO code, PD A/c no.s if any, if he/she is a DDO)
- In the case of a fresh SDO, the SDO code will be alloted from the treasury only after submitting the SDO proforma -

# Submit application for TSB A/c

Income Tax Deduction 2010-11

          In Circular No.07/2011/Fin dated 20/01/2011, Finance Department has circulated the copy of Circular No.8/2010[F.No.275/192/2009 IT (B)] dated 13/12/2010 of the Central Board of Direct Taxes, Department of Revenue, Ministry of Finance, Government of India for information in respect of Income Tax deduction from salaries under Section 192 of Income Tax Act 1961 during the Financial Year 2010-11 and guidance.

DA Arrears to PF - Time Extended



           In G.O (P) No.26/2011/Fin dated 12/01/2011 Government have extended the time limit of crediting the arrears of DA sanctioned from 01/01/2006, 01/07/2006, 01/01/2007, 01/07/2007, 01/01/2008, 01/07/2008, 01/01/2009 and 01/07/2009 to PF Accounts for six months. The DA arrears can be claimed and credited to the PF account in the salary bill up to 31/07/2011.

GPAI Scheme; extension of time limit

 

          In G.O (P) No.56/2011/Fin dated 28/01/2011 Government have extended the time limit to join the Group Personal Accident Insurance Scheme till 28/02/2011. The Officers concerned should ensure that the premium in respect of those employees who could not join the scheme is deducted from the salary for the month of January 2011 and in the case of spill over, from the salary for the month of February, 2011.

          In GO (P) No.50/2011/Fin dated 22/01/2011 Government have revised the rates of interest on deposits in the Treasuries with effect from 01/02/2011 as given below (new rates in brackets):


180 days and above but below 1 year: General (7.25); Senior Citizens (7.75)

1 year and above but below 2 years: General (8.00); Senior Citizens (8.50)

2 years and above but below 3 years: General (8.25); Senior Citizens (8.75)

3 years and above: General (9); Senior Citizens (9.50)

16% increase in DA ordered

          In G.O (P) No.37/2011/Fin dated 18/01/2011 Government have ordered 16% increase in Dearness Allowance to State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full Time employees borne on the contingent and work charged establishments and employees of Local Bodies w.e.f. 01.07.2010

          The revised rate of D.A. due from 01.07.2010 (additional 16%) will be paid in cash with the salary due for the month of January, 2011 onwards.

          The arrear for the period from 01.07.2010 to 31.12.2010   will be drawn and credited to the PF account of the employee along with the salary bill for the  month of  January, 2011  to July, 2011.
